Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: During inspection Licensing noted that the sandbox cover in the outside play area did not cover the sand completely
Corrective Action(s): Ensure sandbox cover is tightly secured on the sandbox to prevent animals, rodents, pests from having access to the sand

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation (CORRECTED DURING INSPECTION): During inspection Licensing noted that the hot water in the handicapped washroom was over 52C. This is above the maximum allowable water temperature of 49C.

This washroom is typically used by staff and parents only. Licensing reminds the Licensee that this washroom with toilet and washbasin is counted as one of the washrooms that can be used by children as per section 14(2) of the CCLR.
Corrective Action(s): Manager turned off hot water to this washbasin during inspection.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: During inspection Licensing reviewed staff documentation and noted some approved Criminal Record letters have not been addressed to the Licensee. To meet the Criminal Record Review Act all Criminal Record letters must be addressed to the Licensee.
Corrective Action(s): Ensure all required documentation is on site for staff

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During inspection Licensing randomly sampled 13 children's files and noted some children are missing medical insurance number.

Manager showed Licensing that emails have been sent to parents requesting the missing information.
Corrective Action(s): Ensure all required documentation is on site for all children enrolled.
Date to be Corrected: December 18, 2016.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During inspection Licensing randomly reviewed 13 children's records and noted some children are missing doctor/ medical clinic information.

Manager showed Licensing emails that have been sent to parents requesting missing information.
Corrective Action(s): Ensure all required documentation is on site for children who are enrolled.

Comments

During inspection Licensing observed children engaged in the following activities:

Infant room: some children were on a walk; other children were playing with cars or napping.
Licensing also noted that the following activities were also accessible to children: train table, infant fine motor equipment.
Licensing noted salt art pictures that children had made were on display in the room.

Toddler room: children were finishing playing with play dough, painting with tubes, working with wooden trains before a circle time. Children then went outside to play.
Licensing noted an assortment of toddler equipment was also accessible to children.

Preschool room: children were engaged in a circle time where they were using musical instruments.
Licensing noted: dramatic play equipment, Lego table, easels with art supplies were accessible to children.
At the end of the inspection Licensing observed the preschool children going outside to play.

Group Child Care (30mth school age room): children were practicing songs before going outside to play.
Licensing noted books, blocks/ cars, art materials, puzzles etc accessible to children.
Licensing noted child directed art on display throughout the room.

During inspection Licensing observed staff in all rooms getting down to child level to talk about their activities or to assist with problem solving.
