Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Live 5210 Program was discussed with Licensee, Live 5210 resource package left at time of inspection.
Inspection report was reviewed with Licensee before report was signed and printed.
Licensing would like to thank the staff and children of Mrs Dolling's Family Daycare for their time and assistance during today’s inspection.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-A65Q6A have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During inspection Licensing noted that the fire extinguishers on site were past due to be serviced.
Corrective Action(s): During inspection Licensee contacted a company to come and service the fire extinguishers today
Date to be Corrected: January 16, 2017.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During inspection Licensing reviewed fire/ emergency drill records and noted that drills were not recorded for: Feb., Mar., Oct. & Nov. 2016. Licensee stated that drills are practiced monthly.

Licensing noted that the full evacuation drill has not been recorded. Licensee stated this drill was practiced in the Summer.
Corrective Action(s): Ensure emergency drills are recorded as this is proof that the drill was conducted.

This violation was previously noted on Facility Inspection Report # 90089326 (Feb. 25/13) & # KSEY-A65Q6A (Jan. 13/16).
Date to be Corrected: December 31, 2016.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: During inspection Licensing reviewed children's records and noted a completed registration form is missing for one child.
Corrective Action(s): Ensure all required documentation is on site for all children enrolled.
Date to be Corrected: January 16, 2017.

RECORDS AND REPORTING: 19170 - CCLR s.57(2)(j) - A licensee must keep, for each child, a record showing the following information: (j) a record of any person who is not permitted access to the child.
Observation: During inspection Licensing reviewed children's records and noted a registration form is missing for one child.
Corrective Action(s): Ensure all required documentation is on site for all children enrolled.

Comments

During inspection Licensing observed crafts that children had worked on on display. Licensee stated that children are also given opportunities to create free art with crayons and paper etc.

During inspection Licensing observed children engaged in free play including playing with cars, using a train table and doing fine motor activities. Children then had a snack time followed by a circle time with some music and movement.

Licensing observed staff giving warnings before transitioning from free play to snack time etc.
