Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #LJON-AFQT9S have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Children's books, binders, toys and staff resources are stored and stacked on top of shelves, filling cabinets and on the fridge posing a potential fall hazard to the children playing in these area's.
Corrective Action(s): Ensure items are stored to provide a safe environment at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing arrived at the start of the preschool program and the following were observed during the inspection;
food debris, dust and dirt on the floor around the garbage can and recycling container, the tap in the sink area was dripping and would not turn off completely, dirty dishes were noted in the sink area, the bathroom's had dirt on the step stool's and paper towel and toilet paper debris on the floors, a floor lamp near the carpet area was loose from the base and bent over on a angle.
Corrective Action(s): Ensure the facility is maintained as a healthy and safe environment and that furniture, equipment and fixtures are clean and in good repair.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Five staff files were reviewed and one file was missing a valid criminal record check.
Corrective Action(s): Ensure all staff files contain all required information and are complete including CRC's.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Five files were reviewed and one file was missing a resume.
Corrective Action(s): Ensure all staff files contain all required information and are complete including resumes.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Five staff files were reviewed and one staff was missing documentation about participating in the Province's immunization program.
Corrective Action(s): Ensure all staff files contain all required information and are complete including immunization compliance.

POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: No active Play Policy has been developed at this time. The Director of Licensing Standards of Practice - Active Play was shared with the program Director at another Hand in Hand facility inspection.
Corrective Action(s): Develop, implement and share with families an Active Play Policy.

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: No Screen Use Policy has been developed at this time. The staff did share that children are not allowed to bring cell phones or tablets to the facilities and this is referred to as their No Techno Rule.
Corrective Action(s): Develop, implement and share with families a Screen Use Policy.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Ten children's files were reviewed and one child was missing the date of enrollment into the program.
Corrective Action(s): Ensure all children's files contain all required information and are complete including date of enrollment.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Ten children's files were reviewed and one child was missing the phone number for their Doctor.
Corrective Action(s): Ensure all children's files contain all required information and are complete including the Doctor's phone number.

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: Ten children's files were reviewed and one child was missing an emergency consent.
Corrective Action(s): Ensure all children's files contain all required information including emergency consent.
Date to be Corrected: March 30, 2018


Comments

A routine unscheduled inspection was completed during Preschool and After School hours on the same day.
The Manager was away and staff were able to provide all but previously mentioned information during the time of the inspection. The Manager was called upon return from her her absence to verify some information regarding this inspection. The inspection report was completed at the Abbotsford Health Unit and then reviewed with the Manager on the dates indicated on this report.

An ECE teacher had recently transferred to another location and presently a Responsible Adult is covering that position in the Preschool Program. Recruitment is underway to replace this staff and the preschool program is closed until April 3, 2018.
