Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Licensing would like to thank the staff and children of Madison Children's Centre for their time and assistance during today’s inspection.

Contraventions
Previous Inspection - Not Applicable
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: During inspection Licensing noted:

- a book/ toy shelf in the Toddler Room is unsteady and if leaned on could be a tipping hazard.

Manager stated that staff monitor the placement of this shelf to ensure it is not a tipping hazard to children.

- a vinyl wedge in the infant room is showing wear on a seam with material showing, this causes the wedge to not be able to be properly cleaned.

Corrective Action(s): Repair or replace the toddler shelf & infant vinyl wedge to ensure all equipment is safe.
Date to be Corrected: June 1, 2017.


Comments

During inspection manager stated that there is an area in the Toddler outside play area where tiles are beginning to settle which causes water to pool in the area. They stated that this situation is being monitored.

During inspection Licensing observed:

- children in the infant room engaged in free play, they noted that child directed art was on display in the room, there is an area where family photos are posted at child height, there was an assortment of infant toys and a vinyl climber accessible to children as well. Children went on a walk in the community during inspection.

- children in the toddler room were engaged in a circle time, some children then went outside to play while one group stayed inside and were engaged in a gluing craft. The groups of children alternate so that the other group has outside play as well.

- One group of children in the 3-5 room were outside playing with cars/ garages/ chalk/ ride on toys/ climber etc; another group of children was inside painting paper plate decorations. The groups of children alternate so that the other group has outside play as well.

Licensing observed staff interacting with children during activities & assisting with problem solving when necessary.
