Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed indoors that the tape holding the carpet down is peeling, and the carpet is starting to curl up. This could potentially be a tripping hazard.
Corrective Action(s): Ensure that a safe environment is provided for children at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: Licensing observed that the material surrounding the top edges of the trampoline located in the outdoor play area, which is accessible to children, is torn apart in various areas.
Corrective Action(s): Ensure that play materials and equipment are in good repair.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: During the inspection, the manager said that the emergency supplies are not being taken during the drills.
Corrective Action(s): Ensure that the emergency supplies are being carried out of the building during drills, as it is part of the plan/procedure.

Comments

At the inspection dated Sept. 06, 2022 there were 11 children and 2 staff present.The manager was also on-site and assisted with the inspection. At this inspection, the above noted contraventions were identified. Actions required by the licensee includes a written response. The contraventions noted in this report were reviewed with the facility during the inspection.

This inspection was completed by the Licensing Officer, and a practicum student was also present.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations/discussions were provided:
- Reportable Incident procedures, which is to be reported within 24 hours. Child care staff are asked to call their Licensing Officer to make the report. If the Licensing Officer is unavailable, please call the Duty Line Licensing Officer.
- Continue to document minor incidents using the incident log bound book, and take note of any illness and unexpected events involving children not requiring medical attention, and that are not reportable incidents as described in Schedule H and staff to initial and date after each documentation.
- Continue to clean and sanitize the facility including toys and equipment
- Continue to discuss the current Child Care Licensing Regulation with staff
- Hand washing and drying hygiene procedures
- Check the expiry date of items in the emergency supplies kit
- Continue to check the outdoor play area before using the space and complete a general cleaning of the area and equipment
- Care plans and procedures
- Transporting the emergency supplies and equipment
