Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). The following areas were reviewed for compliance: Physical Facility, Staffing, Hygiene & Communicable Disease Control, Records & Reporting and Policies & Procedures. LO reviewed and discussed COVID-19 prevention strategies with the Manager.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following were observed and discussed with the manager:
- Garbage bin with soiled diapers and paper towels was not covered. This is not considered a sanitary practice.
- Children's sleeping cots with fitted sheets/blankets are touching each other. Some strategies to store children's blanket differently was discussed to avoid any germ spreading between the cots.
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: LO observed and discussed the following with the manager:
Napping arrangement: currently there are 4 large playpens and 4 sleeping mats available within the naproom. LO noticed that all 4 playpens have been modified, i.e. plywood were placed on the bottom of the playpens. Also the mattresses used on these 4 playpens are very thin. LO discussed different options to provide safe sleep environment while maximizing the current nap room space.
Corrective Action(s): Please ensure that children are provided with equipment, furniture and supplies that are sturdy, safe construction, easy to clean and free from hazard.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Handwashing for children: LO noticed children did not dry their hands using available paper towel after washing their hands. LO discussed about not sharing a hand towel among the children for this purpose, i.e. drying hands.
Corrective Action(s): Please ensure to establish a program to instruct children in, and to practice the rules of, health and hygiene.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: A child's file was reviewed; Dr's contact number was missing.
Corrective Action(s): Please ensure all children's files are complete.

Comments

At this inspection dated April 16, 2020 there were 6 children and 2 staff present. Manager was on site to assist LO with today's inspection. At this inspection the above noted contraventions were identified. Licensee is required to provide a written response by below date, including how areas found to be in non-compliance are addressed. The contravention noted in this report were reviewed with the manager during today's inspection. This inspection report was completed off site and emailed along with the Risk Assessment to the facility the same day.

The following education/recommendations were provided in regards to:
-Cleaning and Sanitizing
-Health & Hygiene Practices
-Precautions and Practices for Sick Children
-Social distancing

LO provided the Resource Package for ChildCare Facilities COVID-19 Prevention, including:
-Educational Hand Washing Posters
-Cleaning and Sanitizing Strategies
-Guidance in the Selection of Cleaners, Sanitizers or Disinfectants

LO observed and discussed the following with the Manager:
-Minor incident log book: No documentation available. LO provided education re: log book - to use this log book regularly to document any minor incidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
-Monitor and maintain proper sanitization for all soft and porous toys and equipment, such items also need to be properly cleaned and disinfected by laundering in a washing machine with hot water and dry in a clothes dryer on a hot cycle regularly.
-Sunscreen: safe and hygienic sunscreen application must be practiced with children to avoid any cross contamination/ spreading germs.
-Tables and Chairs for Older Children: Currently there is one table available for children to use during meal time. LO discussed about bring in another table and chairs in order to better practice social distancing during COVID-19, but also to have these furniture/equipment readily available at the facility to transition the young toddlers from high chair to table/chair which may be more suitable for their age and development.
