Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance .

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following was observed inside the facility:
- a loose cord was lying on the ground
-3 electrical outlet covers were missing

Corrective Action(s): Please ensure a healthy and safe environment is provided at all times

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: During the inspection several interlock bricks had sunk into the ground or were dislodged. This could create a tripping hazard.
Corrective Action(s): Please ensure the outdoor play ground is free of hazards.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the folowing:
-rubbing alcohol on a ledge of the play area. This was within easy reach of the children. This was corrected during the inspection.
-rusted cans in the outdoor play area. This could cause a potential health hazard. This was corrected during the inspection
Corrective Action(s): Please ensure children do not have access to any objects or items that could be hazardous to their health

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: One staff record was missing a criminal record check. In discussion with the Manager she has a current criminal record for the staff member but was not able to locate the document on site. The serious risk to health and safety was discussed.
Corrective Action(s): Please ensure staff records are complete.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: One staff record was missing the character references. In discussion with the Manager she has reviewed the staff 's references but was not able to locate the references on site.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: One staff record was missing a record of the person's work history. In discussion with the Manager she has review the staff work experience but was not able to locate the document on site
Corrective Action(s): Please ensure staff records are complete

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Four out of six staff records were reviewed. Three staff records were missing immunization status.
Corrective Action(s): Please ensure staff records are complete.

STAFFING: 12152 - CCLR s.19(5)(b) - Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (b) character references in respect of the person.
Observation: One volunteer record was reviewed. No character references were noted on file. In discussion with the Manager she has reviewed the references but was note able to locate them on site.
Corrective Action(s): Please ensure all volunteer records are complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Six children's records of eleven were reviewed. Two children were missing an emergency contact other than a parent.
Corrective Action(s): Please eensure children's records are complete.

Comments

At the inspection dated March 18, 2020 there were 7 children and 3 staff and the Manger was present. At this inspection the above noted contraventions were identified.Please ensure a written response is provided to licensing by April 1, 2020 addressing the above noted contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Active Supervision
· Lead in the Water
· requested a fire drill plan be posted outlining the steps to follow in case of emergency. A map clearly marking the emergency exits is posted on the wall of the facility.
