Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act(CCALA) and the Child Care Licensing Regulations(CCLR) and the relevant Director of Licensing Standards of practice (DoLSoP).

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Criminal Record Check not obtained through CRRP BC for the staff working at the facility.
Corrective Action(s): Ensure a system is developed to obtain the CRC for any staff that works at the facility prior to the employment.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Resume was not obtained for the staff working at the facility.
Corrective Action(s): Ensure that the resume is obtained and included in the staff file for each staff working at the facility.

STAFFING: 12180 - CCLR s.22(2)(a) - A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation: Fire Extinguisher is past the annual service expiry date.
Corrective Action(s): Ensure there is a system in place to service the fire extinguisher annually.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Staff to Child Ratio is not maintained according to Schedule E.
Corrective Action(s): Ensure that staff to child ratio is maintained according to Schedule E.Please provide the plan to ensure that staff are fully screened with the required documentation prior to employment.

RECORDS AND REPORTING: 19120 - CCLR s.57(2)(f) - A licensee must keep, for each child, a record showing the following information: (f) any medication administered to the child, including the amount and the time at which the medication was administered.
Observation: No record showing the amount and time that a medication was administered to a child.
Corrective Action(s): Ensure that there is a system in place such as a medicine authorization form that includes the amount and the time at which medication is administered

Comments

Summary of Inspection:
During today’s inspection,there were 6 children, the facility manger and a staff present.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
Review of the records required to be on file for anticipated hiring of a staff. (Schedule D)
Opening of commercial daycare and requirements.
Administering non-prescribed medication to children.
