Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The children share dishes, however the licensee stated that the dishes are washed with soap and water, without a step of disinfecting. A heater was in place in the nap room on a low shelf causing a toppling hazard - the cord from this item was also hanging loose from high on the wall. The licensee stated that this is not usually in the nap room and was removed during inspection. Other cords from a TV and a fan were also hanging in access to children and these were removed. There are chairs leaning in the hallway that could fall on a small child (removed).
Corrective Action(s): Ensure that the environment is healthy and safe for children in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation: The emergency exit was blocked by an art project, an easel and a step ladder on the inside of the door. On the outsdie of the door, it is blocked by toys and a children's play pool.
Corrective Action(s): Ensure exits are not blocked or hampered.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: In the bathroom there was hydrocortizone cream and plastic bags in access to children. In the kitchen area there were cleaners stored in an unlocked low cupbard in access to children (fixed during inspection). In the art room there is a cupboard that has light bulbs and salt stored in access to children. In the hallway near the change table there was penatin diaper cream stored (fixed).
Corrective Action(s): Ensure children do not have access to hazardous items.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: There is medication on site to give to a child and has been given to this child, however there is no medication consent in place.
Corrective Action(s): Ensure medication consent is in place for any child requiring medication.

RECORDS AND REPORTING: 19020 - CCLR s.55(1)(b) - A licensee must immediately notify a parent or emergency contact if, while under the care or supervision of the licensee, the child (b) is involved in, or may have been involved in, a reportable incident described in Schedule H.
Observation: There was an incident in the log book of a child been nipped by the licensee's small dog. The parent followed up with medical attention that included getting a tetanus shot. This was not reported to licensing.
Corrective Action(s): Ensure all serious incidents are reported to licensing. Licensing requests a pet policy to be put in place and provided to place and shared to parents.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: There are several instances of children not being signed out. The licensee's own child has been in attendance, but not signed in (for example this morning).
Corrective Action(s): Ensure all children who are in attendance are signed in and out.

RECORDS AND REPORTING: 19280 - CCLR s.58(3)(b) - The licensee must record compliance with the care plan of a child requiring extra support in respect of each of the following that are applicable to the child: (b) any medication administered to the child by the licensee, including the amount and the time at which the medication was administered.
Observation: There were several medication consent forms without any records of the medications being given (licensee stated the recording step must have gotten missed. There was one one medication consent form which did not indicate the type of medication to be administered.
Corrective Action(s): Ensure medications given are recorded as stated above.
Date to be Corrected: Upon administering medication.


Comments

The licensee shared that programming is responsive based upon the children's interests and includes phonetic language learning (Letter Factory). There were many displays of children's art and a wide variety of developmentally appropriate materials (books, puzzles, musical instruments, connecting materials, and blocks). The teachers were seen to be respectful to the children and speak to the children in soft voices.

5210 information was discussed and will be mailed to this facility. The Active Play Standard was also discussed and the upcoming requirement to have a screen time and active play policy in place in the fall of 2017.
