Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the Licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection. All areas of the facility were inspected for compliance.
As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: A random review of staff records showed that the facility has CRCs in place for all staff directly from the CRC review program, except for one staff for which the CRC has been applied for, but has not yet been received. There is a CRC in place from a previous employer and this staff always works alongside other staff.
Corrective Action(s): Ensure CRCs are obtained from the CRC Review program prior to working with children.

Comments

The following discussions were had:
· Active Supervision - constant head counts, facility classroom door is locked (door handle covered). While outside, staff sometimes actively supervise smaller groups.
· Lead in Water - more information can be found at https://www.fraserhealth.ca/health-info/health-topics/drinking-water/. A filtered fountain is used daily for drinking water.
· Promoting Active Play in the program. The facility practices their active play policy - outside play occurs daily. The facility has access to the school gym and an undercover area.
· Temporary placements were discussed.
Additional discussions:
Fire drills/earthquake drills
The children were seen to engage socially, interact with staff in a respectful manner (listening, following routines) and play with a variety of materials (dramatic play, art, blocks and books). The staff were seen to get down to the children's level when talking, lead an active circle time, speak to the children with gentle voices and respond to their needs immediately. There is evidence of on-going monitoring to ensure compliance to the legislation.
