Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The following items were observed and discussed today:
- Outdoor fence: Rusty nails sticking out
- Washroom: Wooden cabinet door is broken
These items were identified and contravened on May 12, 2020 on routine inspection report #JKIM-BPJSUZ.
Corrective Action(s): Please ensure items stated above are in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Liquid cleaning product was stored in the open shower area in the bathroom and was accessible to children.
Corrective Action(s): Ensure that substances that may be hazardous to the health and safety of a child is not accessible.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: During inspection, it was observed that a CRC was expired.
Corrective Action(s): Ensure that the CRC is updated and on file.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: During inspection, it was noted that a First Aid/CPR Certificate was expired.
Corrective Action(s): Ensure that the First Aid/CPR Certificate is updated.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During inspection, it was noted that the monthly fire drill and annual emergency drill have not been recorded.
Corrective Action(s): Ensure that the monthy fire drill and annual emergency drill are recorded.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation (CORRECTED DURING INSPECTION): Licensing observed that a child's date of enrolment was not recorded on file.
Corrective Action(s): Ensure that the child's date of enrolment is recorded on file.

Comments

At the inspection dated July 21, 2021 there were 5 children and 1 staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee includes a written response to Licensing by the date below, including how areas found to be in non-compliance are addressed. The contraventions noted in this report were reviewed with the Licensee during today's inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

A COVID-19 Risk Screening was also completed.

Licensing conducted a walk-through of the entire facility.

A business card was provided during the inspection.

The following discussions, education, and recommendations were provided:
- Designated place for all files and required documents
- Active Supervision
- Continue to clean and sanitize the facility including toys and equipment
- Continue to follow COVID-19 procedures
- Reportable Incident procedures
- Outdoor procedures during the hot weather
