Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: It was observed that the manager's name was not posted.
Corrective Action(s): Please ensure that the manager's name is posted in a prominent place in the facility.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: At review of staff files,two files were missing a record of their ECE verification.
Corrective Action(s): Please ensure that all staff have verification of their ECE certification.

RECORDS AND REPORTING: 19050 - CCLR s.56(1)(f) - A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: There was a minor incident log book on site, at review it was noted that the last entry was October 2017. The staff stated that the practice of documenting internal incidents was inconsistent.
Corrective Action(s): Ensure that a system is established in documenting all minor accidents, illnesses and unexpected events involving the children.

RECORDS AND REPORTING: 19140 - CCLR s.57(2)(h)(i) - A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.
Observation: A review of a child's file was missing information to inform staff on procedures to carry out should administration be required. The child's file was not updated to include that medication is prescribed.It was however observed that a medication administration form was complete.Not all staff were familiar with the medication being stored on site.
Corrective Action(s): Ensure documentation includes special instructions as derected from the parents specific to their children including medication.

RECORDS AND REPORTING: 19150 - CCLR s.57(2)(h)(ii) - A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care (ii) agreed to by the licensee.
Observation: At review of children's records it was observed that special instructions agreed to by the licensee - such as carrying out administration of medication was not documented. Discussed sample care plan resources and relevant information to consider when creating a care plan.
Corrective Action(s): please ensure systems are updated as required to reflect any special instruction agreed to be carried out by the licensee as requested by the parent

Comments

In review of the nutrition policy it is recommended that parents are informed to send water bottles for their children , staff included that practice is for children to bring water from home. It was suggested that bottles be placed in a visual spot to encourage children to hydrate.
Discussed process to inform ECE Registry of concerns related to practice of Early Childhood Educators
Active Play policy includes 30 minutes of outdoor play for the preschool class - it is noted that 40 minutes is required as specified within the DOLSOP ( extended class of 4 hours duration )
Manager file not available for review , noted ECE Certificate , First Aid on site. Licensing to forward remainder of the file / documentation as maintained within the facility file. Please retain on site for your records.
Due to the extended lenght of inspection ( used as a training opportunity ) the Risk Assessment was completed off site and will be mailed.
School-age program was not in session during the inspection , reviewed relevant documentation , files and policies.
