STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: One staff file reviewed did not have a Criminal Record Check on file that was issued from the Branch in Victoria.
Although not recognized by Licensing the staff did have an RCMP Criminal Record Check on file.
Corrective Action(s): Please ensure before staff start employment at the facility that there is a CRC on file which is issued from the Branch in Victoria.
Date to be Corrected: July 8, 2019 - Please contact Licensing with a Compliance Plan, if needed.
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Licensing reviewed 5 Staff files, Licensing observed 1 staff file had no checked references and 1 staff file had only 1 checked character reference.
Corrective Action(s): Please ensure all staff files are complete.
Licensing discussed that a list of names and numbers are not considered a checked character reference.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: In review of attendance records there are many dates that were missing arrival or departure times. Licensing also observed that a record of absents is not being recorded.
Corrective Action(s): Please ensure attendance records accurately show all arrival times, departure times and any absents.
Licensing discussed that if a parent forgets to document the time that it is the responsibility of the Licensee to ensure it is documented.
