Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): Licensing observed a metal hand pruner in the path leading to the outdoor play area.
Corrective Action(s): Have a system in place to ensure that the outdoor area is maintained to provide a healthy and safe environment while childen are in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: During the review of the outdoor playground, it was noted that the play structure did not have enough clearance from the fence.
Corrective Action(s): Please have a system in place that mitigates the risk of falls

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Two products with DIN number were in the first aid kit.
Corrective Action(s): Ensure that product with DIN number are inaccessible to children.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: 4 children's files were reviewed and 2 files were missing date of enrollement.
Corrective Action(s): Please ensure all children files are complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: 4 children's files were reviewed and one file was missing medical practitioner phone number.
Corrective Action(s): Please ensure all children files are complete.

Comments

At the inspection dated January 21, 2021 there were 7 children and 2 staff present. At this inspection the above noted contraventions were identified.
The following were discussed with the manager:
· Contents of the first aid kit
· Toys that cannot be easily and frequently cleaned to be removed
· Seating arrangements for children to be spread out for meals and activities
· Storage of snow melting bags
· Maintaining daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
