Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Licensing observed that in the bathroom, one diaper cream was stored at a low shelf which was within reach of children.
Corrective Action(s): The manager relocated the diaper cream and stored it in a place not within reach of children.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): Licensing observed that for three children today, the time of arrival was not noted on the attendance sheet. Furthermore, the child that was not at the facility today was not noted to be absent on the attendance sheet..
Corrective Action(s): Ensure that children's time of arrival is noted on the attendance sheet, or if they are absent.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation (CORRECTED DURING INSPECTION): Licensing observed that one staff who was working at the facility did not have a file on-site.
Corrective Action(s): When the licensee contact arrived, the file was brought to the facility and filed.

Comments

* Licensing went on-site and attempted to complete a routine inspection on Feb. 02, 2024. However, there was no response at the door at the time.
* This is the first routine inspection of the facility since being licensed.

At the inspection dated Feb. 08, 2024 there were 7 children and 1 staff present.The manager was also on-site and assisted with the inspection. The licensee contact also arrived on-site during the inspection. At this inspection, the above noted contraventions were identified. The contraventions noted in this report were reviewed with the licensee contact and the facility manager during the inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following recommendations/discussions were provided:
- Reportable Incident procedures, which is to be reported within 24 hours. Child care staff are asked to call their Licensing Officer to make the report. If the Licensing Officer is unavailable, please call the Duty Line Licensing Officer.
- Document minor incidents using the incident log bound book, and take note of any illness and unexpected events involving children not requiring medical attention, and that are not reportable incidents as described in Schedule H and staff to initial and write the date after each documentation.
- Remove all items with a DIN / NPN # in the first aid kit, as parent’s permission is required before using these items on children. Mild soap and water can be used to clean any minor cuts or scrapes.
- Procedure for logging the start date of children
- Care plans and procedures
- Staff files and documentation
- Children's bedding and procedures
- Placement of fire extinguishers
