Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation .environment

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The manager stated that there are booster seats used to transport children that are older than 5 years (past expiry).
Corrective Action(s): Ensure that children are transported in appropriate booster/car seats.

STAFFING: 12200 - CCLR s.22(2)(c) - A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation: Staff stated that they had not practiced the emergency plan with the supplies that are in place in the event of an emergency (food water).
Corrective Action(s): Ensure each staff are trained in and have practiced implementing the emergency plan at least once year.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: The manager stated that children are transported in both the school age (daily) and preschool programs (occassionally only), however there is not a policy in place that addresses the transportation of children. There is currently a 4 year old child that is transported in a booster seat to preschool.
Corrective Action(s): Ensure that a policy is in place to guide staff in the transportation of children (car seat / booster seat requirements).

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: A review of attendance records shows that on several days the time of departure has not been recorded for children in the school age program.
Corrective Action(s): Ensure time of arrival and departure are recorded for each child upon arrival and departure.

Comments

5210 package was discussed and provided today and the Active Play Standards of Practice was also discussed.

The children were seen to eat a healthy lunch, practice pro social behaviors, and have respectful interactions with the teachers. There are a wide variety of developmentally appropriate materials available including dramatic play, natural blocks, an extensive art room, books, puzzles and fine motor manipulatives. The room is inviting and creatively decorated with children's pictures and art.

Thank you to the teachers and manager for your cooperation and assistance with this inspection. Licensing was off site for 30 minutes during this inspection when staff were doing after school pick up.
