Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting.
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During inspection Licensing noted an odor of urine in the children's washroom.

Office Assistant stated that they will contact their janitorial services to ensure the toilets are well cleaned, including the toilet seals and floor around the toilets.
Corrective Action(s): Ensure odor of urine is mitigated in the children's washroom.
Date to be Corrected: July 18/18.


Comments

Licensing discussed the importance of “Active Supervision” with staff during inspection. Active Supervision includes: scanning; staff positioning themselves in the environment; doing head counts etc.
Licensing discussed with staff the need to flush the pipes for 5 minutes a day every morning to clear the pipes of possible lead.
Licensing discussed with staff the need to ensure that when calling a Licensing Officer to report an incident that they make sure that they speak to a person. If their Licensing Officer is not in the office call the Regional Call Centre to be redirected to the Duty Licensing Office - call: (604) 587-3936.
During inspection children were engaged in free play in the outdoor area which consisted of: sand play; bouncy balls; looking at the plants in the garden; dramatic play around the climber; staff directed game of tag and child directed game of "What Time Is It Mr. Wolf?"
During inspection Licensing observed staff interacting with children while they were engaged in activities; assisting with problem solving; giving warnings when a child's turn was coming to an end etc.
