Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). In response to the current Covid 19 pandemic this inspection focused on the following areas:
-Physical Facility
-Health and Hygiene
-Records and Reporting

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following inside the facility:

-there were several wear marks and puncture marks in the plastic tile flooring. This could harbour bacteria.
Corrective Action(s): Please ensure a healthy and safe environment is provided to the children at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection a bottle of hairspray was located in the living area. This was within reach of the children. This could cause a potential poisoning hazard. This was corrected during the inspection.
Corrective Action(s): Please ensure children do not have access to any objects or substances that are hazrdous to their health and safety.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During the inspection practicing the emergency evacuation plan was discussed. The licensee has not completed an annual drill or recorded this information.
Corrective Action(s): Please ensure you practice inplementing the emergency evacuation plan and record this information.

RECORDS AND REPORTING: 19050 - CCLR s.56(1)(f) - A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: Licensing observed that there was no minor incident log book to record minor incidents.
Corrective Action(s): Please ensure you have a minor incident log book

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Three children's records of five were reviewed. One child was missing their immunization status
Corrective Action(s): Please ensure children's records are complete.

Comments

At the inspection dated June 22, 2020 there was one child, and the Licensee and a family member were present. At this inspection the above noted contraventions were identified. Please send a written response to Licensing addressing how you have corrected the above noted contraventions by July 15, 2020. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Licensee.

The following was reviewed/discussed with the Licensee:

· The coronavirus COVID-19 public health guidance for child care settings.
· Posting the COVID-19 policy when it is created, within the facility as a requirement of The Centre for Disease Control and Worksafe BC
· Removing items with a drug identification number (DIN) or a natural product number (NPN) from the first aid kit. A signed permission form from the parent or guardian is required prior to application.
· Please ensure there is sufficient food in the emergency evacuation kit for a period of 72 hours

The following resource will be sent to the Licensee:

· The coronavirus COVID-19 public health guidance for child care settings.

The inspection findings were reviewed with the Licensee at the inspection. The inspection report and the risk assessment were completed at the Burnaby Health Protection office. The report was written in .5 hours and this is included in the report. A copy of these documents were sent to the Licensee.
