Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.

· Nutrition and Food Services

· Records and Reporting
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #DCAR-AGERSW have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: The name of the manager is not posted.
Corrective Action(s): Ensure the name of the manager is posted in a prominent place.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11120 - CCLR s.15(2)(c) - A licensee must ensure that each piece of furniture or equipment for sleeping (c) is appropriate for the size, age and development of the children intended to use it.
Observation: A child was observed sleeping in a stroller in the toddler classroom. Staff explained that the parents only want the children to sleep in strollers. Two playpens were available as alternative sleeping arrangements that would be more suitable.
Corrective Action(s): Ensure children are using equipment that is intended for sleeping purposes which meets their developmental needs. Transitioning into this practice was discussed with staff and the Manager.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Five staff files were reviewed and discussed with the Manager. One staff file was missing an record of immunization status.
Corrective Action(s): Ensure staff files are complete and include a record of immunization status.

Comments

The Program continues to operate Monday-Thursdays 9:00am to 1:00pm and has not added Friday to their operation.
The children were observed playing outdoor, circle time, snack, and engaged in free play activities.
Active Play and Screen Use policies were reviewed and available in the Parent Handbook.
Licensing confirmed the correct program phone number as a digit was missing for this facility.
