PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed that the outdoor play area has not been used every day; it requires maintanence and cleaning. The grassy area needs to be maintained and checked regularly.
Corrective Action(s): Please ensure that the maintenance of the outdoor play space is checked regularly and that the area is cleaned.

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: Licensing observed the following:
- there are 4 people ordinarily present in the home and there is no criminal record check obtained through the criminal record review program. One person has an RCMP check from July 2024 and another was alone with the children when licensing came to the facility. The licensee said her husband's RCMP check was done last year, they have not received anything yet and another person has a CRC from a different place but licensing was not shown it.
The licensee has been reminded that she must apply for the person's criminal record check through the criminal record review program.
Corrective Action(s): Please ensure that all adults ordinarily present have a valid criminal record check through the criminal record review program.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed that the emergency kit supplies had food and water expired since June 2024. The licensee said she must have missed it this year and will replace the food and water.
Corrective Action(s): Please ensure that the emergency kit supplies are checked regularly and updated where needed, ensuring that there is enough food for each child for at least 72 hours in case of an emergency.

POLICIES AND PROCEDURES: 13070 - CCLR s.56(1)(e) - A licensee must keep current records of each of the following: (e) written policies and procedures respecting food and drink to be given to children.
Observation: Licensing observed the nutrition policies do not reflect the practice being implemented while the children are in care. The licensee said she serves the children extra snacks if they don't eat their lunch or need extra food and tells the parents at pick up. The nutrition policy states that parents provide food.
Corrective Action(s): Please ensure that policies and procedures are followed according to what is stated and communicated to the families. Ensuring that food and drink given to children are provided by families only as stated in the policy.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Licensing observed that the children were alone with an additional adult that does not carry any certificate while the licensee was upstairs. The licensee said she was upstairs so she is around but with the additional adult with the children, the staff to child ratio was not met.
Corrective Action(s): Please ensure that the staff to child ratio is met at all times and that qualifications are met with any extra support with the licensee being the main care provider.

HYGIENE AND COMMUNICABLE DISEASE: 15050 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: Licensing observed that the children's bedding is stacked on top of each other which poses a risk to hygiene.
Corrective Action(s): Please ensure that the children's bedding is stored separately while not in use and are not touching each other.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Licensing reviewed 4 children's files, 2 files were missing the medical insurance plan number. The licensee said she will speak to the families and obtain the information needed.
Corrective Action(s): Ensure that there is a system in place to check children's files.
