Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Of the 4 staff files reviewed one was found to have an expired CRC. The manager included that an application has been sent and should arrive any day. This is noted to be a repeated area of noncompliance as previously identified in 2019.
Corrective Action(s): please ensure staff hold the required screening when working with children including a valid CRC processed through the Criminal Records Review Program every 5 years.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: In review of 4 staff files it is noted that 1 staff no longer holds valid first aid ( expiry date Nov 2019 ) , it is noted that this staff at times works alone with children.
Corrective Action(s): Ensure children have immediate access to a staff who holds a valid First Aid Certificate. Licensee to provide a revised staffing plan and confirmation of first aid course registration. .

RECORDS AND REPORTING: 19140 - CCLR s.57(2)(h)(i) - A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.
Observation: Medication required for to be administered in response to a reaction however no details are included to instruct the staff of what to be aware of required action to be taken. It is noted that the medication is safely stored and easily accessible
Corrective Action(s): please ensure child's record shows information respecting medication to be administered and additional details relevant to care.

Comments

At the inspection dated Feb 10, 2020 there were 16 children and 7 staff present. At this inspection the above noted contraventions were identified. Licensee to provide a written response to the identified contraventions by the assigned correction date , Licensing will respond to acknowledge receipt. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The inspection was completed off site and delivered as arranged the following day.All contraventions were reviewed with the licensee prior to completing the inspection report.
