Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Beds and bedding are touching and perishable food is not being stored in the fridge.
Corrective Action(s): To mitigate the risk of the spread of disease please ensure beds and bedding are not touching and to ensure safe storage of perishable food ensure it is stored in the fridge.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Diaper cream was accessible to children in the bathroom and the door to the furnace room was not secure. Adult cough drops were accessible in a kitchen draw. The diaper cream and cough drops were removed during this inspection.
Corrective Action(s): Please ensure children do not have access to the furnace room.

POLICIES AND PROCEDURES: 13071 - CCLR s.56(2) - A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Observation: Nonprescription medications/creams are being administered to children. The facility policy states only prescription medication will be administered.
Corrective Action(s): Please ensure the facility medication policy is followed at all times.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: The amount and times medication/creams are administered to children are not specified for two children and staff are not recording when the medications/creams are applies.
Corrective Action(s): Please ensure the amount and times medications are applies are specified by parents and that all administration on medications/crams are recorded.

RECORDS AND REPORTING: 19051 - CCLR s.56.1(2)(a) - A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services
Observation: Files for eight children were reviewed. Contracts were not available in seven files.
Corrective Action(s): Please ensure a copy of the parent contract is available in all files.

Comments

Summary of Inspection
At the inspection dated November 29, 2023 there were six children and two staff present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this routine inspection, a facility risk assessment tool is completed and a copy is provided. This report was reviewed with the manager and a copy of this report will be emailed to the manager.
The following were discussed:
Ensure all diaper creams have a current expiry date.
Ensure the 3 sink dishwashing procedure is used.
Asking the Licensing Officer if clarification of the legislation is required. Licensing Officers business card was provided.
