Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: The name of the manager was not posted.
Corrective Action(s): Please ensure the name of the manager is posted.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following items that were accessible to the children in care;
- Spray bottle of disinfecting solution, on the teacher desk
- Lysol, Sabor Wipes and 70% Alcohol spray on the back counter as well as inside an unlocked cabinet
Corrective Action(s): Please ensure all of these items are inaccessible to children in care.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Upon review of the staff file the following items were not available for review;
- Criminal Record Check
- Immunization status
- Character Reference Checks
- Verification of ECE Certificate
- Work History
Corrective Action(s): Please ensure staff files are current and complete and a system is in place to have the information available on site.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: 2 out of 6 files were reviewed;
The following was noted- one file was without information regarding an emergency contact for a child in care.
Corrective Action(s): Please ensure all children's files are current and complete prior to the child starting at the facility.

Comments

Summary of Inspection:
At the inspection dated October 13, 2020 there were 6 children and 1 staff present.
At this inspection, the above noted contraventions were identified.
Action required by the Licensee includes providing a written response by October 21, 2020.
Actions required by Licensing include reviewing the written response and conducting a follow up inspection.

As part of this Routine Inspection, a Facility Risk Assessment Tool was completed and a copy was provided.

The following education /recommendations were provided:

The following education was conducted:
· Covid-19 preventative strategies were reviewed and discussed
· Covid-19 Infection Control Assessment was completed and a copy provided.
· Covid-19 Safety Plan (Work Safe BC) and Policies (Public Health Guidance for Child Care Settings) discussed and reviewed
· Confirmed facility contact information- email address and phone number
· Reportable Incident Reporting –Duty Line 604-587-3936
· Fire Drill System was discussed - resources provided via email (Discussed use of fire extinguisher inside classroom- follow up required).
· Discussed requirements for written permission for all medicated products (ensure Medical Administration Form is available if needed).
· Observed products with DIN# is first aid kit, reminder that these products require written permission and suggested removing these items (soap and water to clean wounds).
· Licensing discussed the importance that a copy of the facility policies and a copy of the Child Care Regulations (emailed copy) be available on site.
· Current exemption in place for manager to manage two facilities (expires June 2021)- discussion regarding roles and responsibilities
