Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting.
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-AR5V6K have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice.

Observed Violations
No violations were found during the inspection.

Comments

The following information was discussed with the staff at the time of the inspection:
Supervision: The Director of Licensing Standards of Practice Active Play and Safe Play Spaces speak directly to active supervision. All staff must practice active supervision, a combination of close proximity and attention, watching, and listening. Staff must be able to move through and see the entire play space. All staff must know how many children are in care at all times.
Reportable incidents: if a child is involved in a reportable incident, as per Schedule H of the Child Care Licensing Regulation, child care staff must report the incident to licensing within 24 hours. Child care staff are asked to call their Licensing Officer to make the report. If the Licensing Officer is unavailable please call (604) 587-3936 and ask to speak with the Regional Duty Licensing Officer. This telephone number is staffed during regular business hours.
Lead in the water: child care staff are being asked to help reduce the amount of lead children may be exposed to. Child care staff may do this by turning on the taps from which children access their drinking water for a few minutes every morning. A hand out regarding this topic was left with staff. Staff stated during inspection that the Licensee has checked with the landlord & was told that the pipes have been upgraded in this facilty and would not have lead in them.
* During inspection Licensing noted that grass is growing in the outdoor play area which could be a sign that the resilient surfacing has not been loosened and raked. Licensing reminds the Licensee to regularly monitor the resilient surfacing to ensure that it is loose & is the correct depth for the height of the equipment.
Staff stated that they only use the outdoor play area on days that it is sunny.
Staff stated that they play at the school ground upon pick up before walking to the facility.
During inspection Licensing observed children arriving from school; engaged in a game with a staff person; have snack and then be engaged in free play.
During inspection Licensing observed staff interacting with children while they were engaged in activities as well as giving warnings before transitions and assisting with problem solving when necessary.
