Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting.
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation (CORRECTED DURING INSPECTION): During inspection Licensing observed that a large hole had been dug right beside an anchor for a piece of outdoor equipment in the fall zone, sand resilient surfacing.

During inspection the hole was filled in.

Licensing reminds staff that there is a 6 ft fall zone around the climbing structures in the outdoor play area & the depth of the resilient surfacing must meet the manufacturers information based on the height of the equipment.

Comments

Licensing discussed the importance of “Active Supervision” with staff during inspection. Active Supervision includes: scanning; staff positioning themselves in the environment; doing head counts etc.
Licensing discussed with staff the need to flush the pipes for 5 minutes a day every morning to clear the pipes of possible lead.
Licensing discussed with staff the need to ensure that when calling a Licensing Officer to report an incident that they make sure that they speak to a person. If their Licensing Officer is not in the office call the Regional Call Centre to be redirected to the Duty Licensing Office - call: (604) 587-3936.
During inspection Licensing observed children engaged in free play which consisted of: having a discussion inside; reading; playing board games; playing ping pong and playing basketball.
During inspection Licensing observed staff interacting with children while they were engaged in activities, assisting with problem solving and discussing the children's days.
