Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During inspection Licensing observed:
-Walls & door surfaces at children's level in the indoor play area, kitchen and bathroom had visible old dried stains that needed to be cleaned.
-Few sections in the indoor hallway entrance leading to children play area at children's level had been plastered; but not sanded. Manager said this will be fixed by the weekend.

Corrective Action(s): Please ensure that the facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Upon review of staff file Licensing observed that, while one staff's CRC was not expired, it was not addressed to this facility. The Manager informed that the sharing process has been initiated.
Corrective Action(s): Please ensure any criminal record checks from another facility are obtained through the sharing program of the Criminal Record Review Agency.

Comments

At the inspection dated February 21, 2024, there were eight children, one staff and the manager present. At this inspection the above noted contraventions were identified. Licensing conducted a walk-through of the entire facility. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer by February 23, 2024 stating how the identified contraventions will be addressed to ensure year-round compliance. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following were discussed with the Manager:
Posting of the certificate, or a copy of the certificate, of any educator or assistant employed to work in the facility in a prominent location.
Maintaining fridge temperature between 0-4 degrees Celsius for safe food storage
When checking staff references, the Manager must contact the references and include a notation indicating when the staff references were verified.
The inspection report was written on-site and details were reviewed with the Manager prior to writing the report. A copy of the follow up to routine inspection report and risk assessment is provided to the manager at this inspection.
