Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following during the inspection:
-An outdoor climber was observed close to the concrete. This is a repeat contravention from inspection #CLAN-CJ4RPV. This was corrected during the inspection
-A garage door was open. There was access to a whipper snapper(weed cutter). This is a repeat contravention from inspection #CLAN-C6US2X. This was corrected during the inspection.
-The first aid kit was missing a triangular bandage and a CPR mask
Corrective Action(s): Please ensure a healthy environment is provided to the children at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Rusty chairs were observed in the outdoor play area. This is a repeat contravention from inspection #CLAN-CJ4RPV
Corrective Action(s): Please ensure children do not have access to any objects or substances that may be hazardous to their health and safety

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: The Licensees file was reviewed. Three character references were not on file.
Corrective Action(s): Please ensure the Licensees file is complete

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: Items with a drug identification number (DIN) were observed in the first aid kit. Permission from parents to apply these items was not observed. This was discussed at a previous inspection.
Corrective Action(s): Please ensure to obtain permission from parents prior to applying items with a DIN number.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Licensing reviewed three children's records. One child's record was missing their MSP number. This is a repeat contravention from inspection #CLAN-BPARJP
Corrective Action(s): Please ensure children's records are complete.

Comments

At the inspection dated July 31, 2023 there were 7 children, and the Licensee was present. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by August 7, 2023, unless otherwise specified in this report. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was provided to the Licensee.

The following was discussed with the Licensee:
· Reportable Incidents
· Lead in the Water
· Using highchairs for eating purposes only
· ECE Certificate validation
