Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act, Child Care Licensing Regulationand the applicable Director of Licensing Standards of Practice. All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed children's bedding being stored in a plastic bin in each child's cubby however there were numerous bins in which the child's bedding was unable to be contained within the bin and were touching the bedding in the adjacent cubby.

Corrective Action(s): To prevent the possibility of cross contamination staff must ensure that children's bedding is stored in a manner that it does not come into contact with other bedding.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The following was observed during the inspection: a sleep mat had come apart at the seam exposing the inner contents - foam; a sleep mat appeared worn in spots and these areas were repaired with tape, 2 clear plastic sensory tables housed in a blue frame were repaired with tape.

Corrective Action(s): The above noted sleep mats must be repaired or replaced in a manner that is nonporous to allow the items to be cleaned and sanitized. The sensory tables will also need to be repaired or replaced in a manner that is in good repair for children to use.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed several bottles of cleaning and/or sanitizing solution stored on top of counters within easy reach of children. Licensing also noted a container of disinfectant wipes on the counter and a case of disinfectant wipes stored in a room that is used by children and within reach of the children.

Corrective Action(s): Ensure all cleaning items and supples are stored out of reach of children including all areas where children may have access (kitchen, activity rooms, washrooms etc).

Comments

A COVID-19 screening was completed upon arrival to the facility.

At the inspection dated April 8, 2021 there were 20 children and 4 staff present. The Manager was not available for the inspection. This report was discussed with the staff at the time of the inspection and upon return to the office the Licensee spoke with the writer via telephone. At this inspection the above noted contraventions were identified and any action required of the Manager is included. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. Due to the current COVID-19 pandemic this report was written off site (time spent: .5 hours) and a copy was sent to the Licensee and Manager.

The BC Centre for Disease Control Public Health Guidance document dated February 12, 2021 was posted in the facility. The writer reviewed with the Licensee and staff the following:
maintaining a list of the date, names and contact information for all visitors who enter the facility and
nonmedical grade masks are strongly recommend for all adults in a child care setting. While staff try to maintain social distancing with other adults in the child care facility it is likely that there will be numerous times throughout the day when this isn't possible.

Licensing discussed with the staff and Licensee:
the facility's emergency supplies must be taken with them when they practice their annual evacuation drill. The supplies are currently in containers that are not easily transported. A recommendation is to transfer the items into a cart, garbage container with wheels, luggage with wheels or any other system in which staff can easily transport the emergency supplies during the evacuation drill.
use of kettles in child care facilities. After staff have used the kettle staff should be emptying the kettle to prevent a child from inadvertently being injured by the hot water.
staff have been providing boxed macaroni and cheese for the children and heating milk as a part of the preparation. The heating of milk is not permitted without a food permit. Please refer to the attached information sheet entitled 'Food Handling in Community Care Facilities" for further information.
