Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: A cabinet inside the program has broken doors posing a risk to children playing in the area. A gate on the playground was not latched appropriately at the time of the inspection. The LO reviewed these items with the manager at the time of the inspection.
Corrective Action(s): Ensure equipment, furniture and supplies are sturdy and safely constructed.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Immunization status was not obtained for one or more employees.
Corrective Action(s): Ensure all staff files are complete including immunization status.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Three staff files were reviewed and one file did not have evidence of an ECE certificate being validated.
Corrective Action(s): Ensure all staff files are complete including validating ECE certificates.

Comments

On the inspection date of December 18, 2023 there were 7 children and 3 staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee include a corrective action plan developed and submitted and actions required the LO include to review and monitor the corrective action plan. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. This inspection report was completed on site, reviewed with the manager and then emailed to the facility the following day.
