Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): The following hazardous objects or substances were observed while on site:
-backyard: methyl hydrate w a poison label, dryex- labeled as an 'eye irritant' and wheel and tire cleaner labeled 'keep out of reach of children' were all on a lower shelf by a path in the backyard, accessible to children. Staff stated that they keep the children out of this area. These were removed and stored elsewhere out of reach of children while Licensing was on site.
-bathroom: air freshener labeled 'keep out of reach of children' and medicated diaper creams were stored in a drawer accessible to children. Licensee moved these items out of reach of children while Licensing was on site.
-hall closet: air freshener and Lysol spray were on a shelf in an unsecured hall closet, accessible to children. Licensee moved these items out of reach of children while Licensing was on site.
-nap room- 2 plug outlets were uncovered and within reach of children. Licensee covered these while Licensing was on site.
-play room: liquid paper labeled 'keep out of reach of children' was in a desk drawer accessible to children. Licensee moved this item out of reach of children while Licensing was on site.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: It was observed that one ECE is missing validation by the ECE Registry. This is a repeat contravention.
Corrective Action(s): Please ensure that all persons who are employed have validation by the ECE registry.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Four children's files were reviewed and one file was missing the surname of the doctor. Licensee stated that the parent would be contacted today to get this information.
Corrective Action(s): Please ensure all children's files have the name of a medical practitioner.

Summary of Inspection
At the inspection dated July 3, 2019 there were 7 children and 2 staff present. At this inspection the above noted contraventions were identified.
Actions required by the Licensee:
Take corrective action by bringing facility into compliance
Provide a written response to Licensing as to how you will address the contraventions and will prevent these from re-occurring.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy provided.
The following education topics were discussed:

· Reportable incidents
Licensing officer and Licensee discussed that one staff has a Criminal Record Check that will expire on July 18, 2019. The Licensee stated the renewal will be applied for today as she was unaware that this was expiring soon.
