Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): In the outdoor play area Licensing observed water hose accessible to children. Licensing was concerned that it poses as a tripping and a strangulation hazard to children.
Corrective Action(s): Please ensure all equipment is stored in a way that does not pose a risk to children.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation: During inspection Licensing observed a two-step stool, garbage can, Lysol spray, personal utensils, broom with dustpan and an opened ladder stored in the path used as an emergency exit. Manager removed some of these items during the inspection.
Corrective Action(s): Ensure not to block or hamper an exit in the case of fire or other emergency.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Licensing observed spray bottle with bleach solution and Lysol spray accessible to children in the washroom.
Corrective Action(s): Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: Hot water in the kitchen measured at 56.7 Celsius. Licensee stated that children sometimes wash their hands in the kitchen and are supervised while washing hands.

Corrective Action(s): Please ensure any water accessible to children in care measures below 49 Celsius.

Comments

At the inspection dated October 7, 2021 there were seven children and two staff present. At this inspection the above noted contraventions were identified. Licensing conducted a walk-through of the entire facility.
The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer by October 12, 2021. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following were discussed with the manager:

· Placement and storage of outdoor patio equipment to prevent children from climbing.
· Storage of pacifiers
· Kitchen counter top surface is showing wear and tear in some sections. Manager stated that there is a plan to repair/replace them by next summer.
· Licensing discussed that upper level of outdoor space must not be used for children till this space is approved for use by licensing. Licensing was concerned this space was not fully enclosed and does not meet DOLSP –safe space requirements. Currently Manager is considering making changes to this space so it can be used for children.
· Discussed contents of first aid kit and emergency supplies
· Validations of ECE certificates

The inspection report was written off-site – details were reviewed with the Manager prior to writing the report. A copy of the routine inspection report and risk assessment sent to manager via email on October 7, 2021. Total time includes writing report in office.
