Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:Licensing, Physical Facility, Staffing, Polices & Procedures, Care & Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition and Food Services, Program and Records and Reporting.
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Recent ECE Certificate renewals have not been verified through the ECE Registry
Corrective Action(s): Please ensure verification has been completed

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Manager stated that emergency procedures for the preschool aged children were completed with the School, while the School age program conducted them during prodays. Some of the preschool fire drill records were. available.
Corrective Action(s): Please ensure records are maintained to ensure compliance with practice of yearly emergency procedures.

CARE AND/OR SUPERVISION: 14360 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: Yesterday and today, the School early dismissal was 12, the preschool program ended at 1pm, while the school aged children were in care from 12pm. The Manager stated that the school aged children remained outside from 12. The two programs are currently operating at the same time.
Corrective Action(s): The preschool and school age program are licenced using one room and cannot be operating the same time. The program includes the use of the room as well as outdoor time which includes the outdoor space. Children are in care at the same time, therefore a contravention. Based on the review of the School's early dismissal calendar, it appears yesterday and today are the only applicable times that dismissal would impact the preschool program. Other programs where 2 programs use the same room will ensure compliance by adjusting the preschool program to earlier pick up to allow for the school age program to operate at an earlier time.

RECORDS AND REPORTING: 19370 - DLSOP Safe Play Space (maintenance of equipment [b3]) - [bullet 3] Keep a log of all inspections, maintenance and repairs.
Observation: Outdoor log of inspection, maintenance and repair was not available. The Manager stated that inspections are conducted however not recorded.
Corrective Action(s): Please ensure records are maintained.

Comments

There were 10 children with 2 staff.
The facility offers a 4 hour preschool, 5 days week.
Licensing provided the April 2019 Child Care Reporting Incident Reporting Bulletin.
Please provide a written response to how the coded violations have been addressed by December 2, 2019
