Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: During inspection Licensing discussed the new DoLSOP "Active Play" including "Screen Use" policies which are now required to be written and shared with staff and parents.

Staff stated that they do have at least an hour of daily outdoor active play.

Licensing reminded staff of the "facilitated", "unfacilitated" play & sedentary play sections of this requirement.

Licensing had sent emails throughout 2017 to the Licensee regarding this requirement, Licensing left resources regarding this requirement during inspection.
Corrective Action(s): Create or revise "Active Play" and "Screen Use" policy to meet the new "Active Play" DoLSOP.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During inspection Licensing reviewed children's records and noted one child missing their doctor/ medical information
Corrective Action(s): Ensure doctor/ medical clinic information is on file for this child.

Comments

*During inspection Licensing reviewed staff files and was unable to find proof that the staff's ECE Certificates had been verified through the ECE Registrar. Ensure that proof of ECE verification is on file for all staff's ECE certificates. This can be done in many ways; printing the verification page from the ECE Registrar; placing a note with the date of verification in the file etc.

During inspection Licensing observed children engaged in free play creating with Lego & playdough. Licensing observed puzzles/ dramatic play/ art materials/ fine motor etc equipment also available for children to access.

During inspection Licensing observed staff giving children choices (they kept choosing to stay with the Lego & play dough) & then they got the children to get ready to go for a walk in the community.

Licensing observed staff interacting with children, at their level, while they were engaged in activities; give warnings between transition times and assist with problem solving when necessary.
