Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: 3 electrical outlets were observed to be uncovered and accessible to the children in care.
Corrective Action(s): Ensure that the electrical outlets are covered or inaccessible to the children in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: The Licensee stated that the fence blew down in the last wind storm. A conversation on supervision was had.
Corrective Action(s): Ensure that the backyard is enclosed that will ensure the children are free from harm.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: The Licensee's first aid expired Nov. 22, 2018. The Licensee is scheduled to complete a first aid course in February. A conversation around having a valid first aid certificate was had. Licensing discussed the exemption process.
Corrective Action(s): Ensure that children have immediate access to an employee that holds a first aid and CPR certificate.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: There was no evidence when the fire extinguisher was serviced. The Licensee stated that she has not had it serviced in the last year.
Corrective Action(s): Ensure that the fire extinguisher is serviced annually.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: The Licensee has not created an active play or screen use policy. A copy of the Director of Licensing Standard of Practice Active play was provided.
Corrective Action(s): Please create an active play and screen use policy.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation: 1 child did not have records.
Corrective Action(s): Please ensure all children have records set out in section 57.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: 2 or 7 children's files reviewed did not contain the name or phone number of a medical practitioner.
Corrective Action(s): Ensure that the name and phone number of a medical practitioner is recorded for each child.

Comments

Summary of Inspection
At the inspection dated February 15, 2019 there were 8 children and 1 staff present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing officer. The Licensing Officer will review the written response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
