Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Pea gravel is used as protective surfacing in the 3-5 year old yard. The pea gravel is not evenly distributed and equipment such as slides and climbers are on the pea gravel with little protection from injury if a child falls.
Corrective Action(s): Please ensure that there is sufficient protective surfacing in the yard to mitigate the risk of injury to a chid that falls.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: During this inspection Licensing observed mats in the infant room that were curling at the edges and posed a tripping hazard, a Rubbermaid container accessible to children with cracked and sharp edges, cracks in the diaper change pad in the infant room making the pad difficult to sanitize, cracks in a Little Tykes climber in the yard and slivers in a wooden seating area in the yard.
Corrective Action(s): Please ensure that children do not have access to these items.

NUTRITION AND FOOD SERVICES: 17010 - CCLR s.48(1)(a) - A licensee must (a) ensure that each child has healthy food and drink according to the Canada's Food Guide.
Observation: During this inspection lunch boxes containing meat items were observed on counter tops. The temperature of the fridge in the infant room was 11c.
Corrective Action(s): To ensure safe food storage please ensure items such as meat are kept in the fridge and that the temperature of the fridge is between 0-4c.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Time in/out records were reviewed for all programs. Time out was not recorded on multiple days in all programs.
Corrective Action(s): Please ensure daily time out is recorded for each child.

Comments

Summary of Inspection
At the inspection dated July 14, 2022 there were 32 children and 11 staff present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this routine inspection, a facility risk assessment tool is completed and a copy is provided. This report was reviewed with the manager and written off site. A copy of this report will be emailed to the manager.
The following were discussed with the manager:
Ensure there are sufficient emergency supplies for all children for up to 72 hours and that food in the emergency kit is age appropriate.
Ensure that all minor incidents are documented.
Ensure that all sunscreen has a current expiry date.
Applying sunscreen to children who arrive early in the morning before they go outside even though parents apply sunscreen at drop off.
Care plans - a care plan is required regardless of a child needing medication or not.
Updating staff immunization records.
Flushing taps for 10 minutes each day.
Ensuring proof of staff references being verified is available.
Staffing exemptions.
