On Follow-up:
As per chef, prep cooler was serviced on June 3rd and was working fine. It was also meeting temperature this morning. At the time of the inspection (10:30am), the bottom pullout drawer temperature was 4 degC; the top drawer temperature was 7.5 degC and the side section with the 2 doors was at 10 degC. The house thermometer inside the cooler also read 10 degC. This cooler is still not maintaining temperature consistently. Get it serviced again.
