Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance. COVID-19 Pre-screening was completed at the door.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation:
-During inspection vinyl baseboard were coming away from the wall in 3 rooms and in the bathrooms.
-Walls in the hall where the children access the bathroom, and in 2 classrooms had drywall spackle and had not yet been painted, the spackle was chipping in some of the spots.

Corrective Action(s): Please ensure that the community care facility and the furniture, equipment and fixtures within it are in good repair while children are in attendance.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation (CORRECTED DURING INSPECTION): 5 employee files were reviewed, one file contained no record of the certification verification. Manager had completed the verification however had not kept record of it. This was completed during the inspection.
Corrective Action(s): Please keep record of the verification through the system maintained by the early childhood educator registry.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: review of 15 children's records. 2 children's records did not contain immunization status.
Corrective Action(s): Please ensure to keep for each child a record showing the immunization status.

Comments

Summary of Inspection
During today’s inspection, 11 children, 4 employees and the manager were present.

At this inspection the above noted contraventions were identified.
Licensee is required to submit a corrective action plan to address the contraventions.


The following was discussed:
-Licensing observed that some bleach bottles were discolored a black color, and some were not labeled with the contents. Staff stated they are replenished daily.
-Licensing reviewed the protocol for when children are in care. The sign-in and supervision plan, in each room were reviewed.
