Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Licensing observed the following:
-In the infant program contents of two staff purses and a basket used for storage of sunscreen were accessible to children
-In the washroom four containers of diaper cream were accessible to children
Corrective Action(s): Ensure that children do not have access to any object or substance that may be hazardous to the health and safety of a child.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: The fire extinguisher was scheduled to be serviced by March, 2021.
Corrective Action(s): Please ensure fire extinguishers used as part of your facilities emergency plan are serviced annually.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Surface of one of the two diaper change mat is showing wear and tear in some areas making the surface porous. This is a repeat contravention from routine inspection# HRUN-ALCNTC.
Corrective Action(s): Please ensure the surface of the diaper change pad is not porous and can be sanitized between each use.

MEDICATION: 16040 - CCLR s.53(2)(b) - A licensee must ensure that a child's medication is not accessible to any child, except that a child may have access to his or her own medication if (b) the nature of the child's medication is such that, without immediate access to the medication by the child, the child's health will be significantly at risk.
Observation (CORRECTED DURING INSPECTION): A child with allergies did not have their Epi Pen accessible while in the outdoor play space.
Corrective Action(s): Please ensure a child's emergency medication is accessible at all times in the event of an emergency.

RECORDS AND REPORTING: 19140 - CCLR s.57(2)(h)(i) - A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.
Observation: Licensing observed medicated creams for three children during the inspection. Written parental consent to administer medication was unavailable.
Corrective Action(s): Written consent must be in place that reflects the type of medication, purpose, dosage and frequency.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: Two children had care plans and the manager was unsure if the directions in the care plan were still appropriate to follow, that included the use of emergency medication.
Corrective Action(s): Please ensure that the information is updated and reviewed regularly to clearly reflect the course of actions required by staff and any other direction pertaining to the care plan.

Comments

At the inspection dated July 12, 2021 there were twenty four children and six staff present. At this inspection the above noted contraventions were identified. Licensing conducted a walk-through of the entire facility.
The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer by July 14, 2021. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following were discussed with the manager:
· Displaying facility license in a visible location
· Use of buckles when children are placed in highchairs

· LO business card
The inspection report was written off-site – details were reviewed with the Manager prior to writing the report. A copy of the routine inspection report and risk assessment sent to manager via email on July 13, 2021. Total time includes writing report in office.
