Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: CCFL observed many dirty dishes in the sink and on counters in the kitchen. Fruit flies were also observed in the kitchen. Although children do not access the kitchen CCFL is concerned about the level of cleanliness and the amount of dirty dishes in the kitchen.
Corrective Action(s): Please ensure that dishes are done on a regular basis and that the kitchen is kept clean.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: CCFL observed the following: areas of exposed drywall, toilet seat needs to be cleaned or replaced, venetian blinds in disrepair.
Corrective Action(s): Please ensure that all areas of the facility are in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: An inflatable swimming pool in the backyard has been deflated and is accessible to children.
Corrective Action(s): Please ensure that any equipment that is not in full working condition is not left in the backyard.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Cleaning products are being stored under the bathroom sink and are accessible to children.
Corrective Action(s): Please ensure cleaning products are not accessible to children.

POLICIES AND PROCEDURES: 13010 - CCLR s.22(1)(a) - A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.
Observation: The inspection decal on the fire extinguisher expired on June 20, 2021
Corrective Action(s): Please ensure the fire extinguisher is inspected once every 12 months and that a current inspection decal is available.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: The Licensee stated fire/emergency drills had taken place although the record of the drills was not available during this inspection.
Corrective Action(s): Please ensure a record of all fire/emergency drills is available.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Files for three children were reviewed. Emergency contact information was missing in two files.
Corrective Action(s): Please ensure emergency contact information is available in all children's files.

Comments

Summary of Inspection
At the inspection dated September 27, 2021 there were four children and one staff present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this routine inspection, a facility risk assessment tool is completed and a copy is provided. This report was reviewed with the manager and written off site. A copy of this report and the facility risk assessment will be emailed to the manager. Total time includes office time.
The following were discussed with the Licensee:
If information in a child's file changes ensure parents update the file (eg if allergies are no loner present).
Removing some of the toys/equipment in the facility.
Ensuring the bedroom that will be used as a nap room is reasonably clutter free in case a child needs to nap outside of the regular nap time.
The maximum number of hours a child can be in care is 13 hours.
