Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Licensing noted the last fire drill was October 2019. The licensee stated they have completed fire drills since then but has forgotten to record it
Corrective Action(s): Please practice implementing the fire drill system at least once each month.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: Licensing observed the licensee has an expired first aid certificate. The licensee has registered for the course and will be attending within the next few days.
Corrective Action(s): Please ensure that children have at all times immediate access to an employee who holds a valid first and CPR certificate.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation: The licensee stated a child dropped off to school this morning did not have any records available at the facility. The licensee stated they were helping out the family during an emergency situation.
Corrective Action(s): Please ensure current records for each child showing the information set out in subsection (2) is on file.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation (CORRECTED DURING INSPECTION): A random selection of childrens files were reviewed. Out of the three files reviewed, two were missing an enrolment date.
Corrective Action(s): Please ensure a record showing the date of enrolment is on file.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing observed the following:
1. A school age child was signed in at the facility and then was dropped off to school. The drop off time was not indicated. (CORRECTED DURING INSPECTION)
2. A child that was arriving later in the day was already signed in.
Corrective Action(s): Please ensure a record showing the daily attendance record, indicating for each day whether the child is absent or present and the time of arrival and departure.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation (CORRECTED DURING INSPECTION): A random selection of children's files were reviewed. Out of the three files reviewed, one was missing information of a medical practioner.
Corrective Action(s): Please ensure a record showing the name and telephone number of a medical practioner is on file.

Comments

At the inspection dated January 7, 2020 there were 5 children and 1 adult present.
Action required by the licensee includes providing a written response by January 14, 2020. Actions required by licensing include review the written response.
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.
The following discussions were had:
- Licensing observed the licensee wipe some children's hands with wet wipes before snack time. A discussion was had about proper hand washing and to reduce the spread of communicable diseases it is best practice for children to wash their hands with soap and water.
