Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).

The following 10 areas were reviewed based on a checklist: Licensing, Physical Facility, Staffing, Policies & Procedures, Care & Supervision, Hygiene & Communicable Disease Control, Medication, Nutrition & Food Services, Program and Records & Reporting.
Evidence for this report is based on the Licensing Officer’s observations, review of facility records and information provided by the facility manager and staff during this inspection.
As part of this routine inspection, a Facility Risk Assessment Tool was also completed. This tool is used to determine frequency of future inspections by assessing any non-compliance identified during the routine inspection and reviewing the past 3 year operating history of the facility. A copy of the form was provided with this inspection report.
No health or safety concerns were identified at today's inspection.

Observed Violations
No violations were found during the inspection.

Comments

On arrival the morning session was ending with outdoor play time involving 20 children and 2 staff. Observed the dismissal of that group of children and the arrival of the afternoon session. The morning session is a 4 hour program with options to attend 2 or 3 mornings per week. The afternoon session is a 2 hour program, twice per week (Tues/Thurs only). Observed 17 children present with 3 staff involved in indoor activities including a group circle time and free choice of activities. The environment is prepared with a variety of Montessori materials displayed on open shelving. Observed all children moving freely through the open space and self-selecting from the items available. Staff were circulating through the area,supporting children with their choices.

Discussed the recent revisions to the CCLR with the facility manager including:
removal of requirement for pre-employment doctor's letter
requirement for licensee to validate and keep a record for all employees, including substitute who hold ECE certification (ECE, ECEA, I/T ECE, S/N ECE)
new DLSOP regarding Active Play
requirement for licensee to develop policies regarding Active Play and Screen Time. (Licensing will be mailing out some resources shortly).
