PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: LO observed and discussed the following today:
-Outdoor Play Space: a gap /opening in the bottom part of a chain link gate. The opening was larger than 9cm but smaller than 23cm posing potential risk for entrapment.
- Large climbing dome is available for the School Age children within their outdoor play area. There were not sufficient space around for proper use of the equipment, i.e. 6 ft in all directions.
Corrective Action(s): Ensure that a healthy and safe environment is provided at all times while children are in care.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: 3 staff files were reviewed; a minimum of two character references were not obtained for one staff member.
Corrective Action(s): Ensure all staff files are complete.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation (CORRECTED DURING INSPECTION): 3 staff files were reviewed; 1 staff's certificate was not validated through the ECE registry.
Corrective Action(s): Ensure that all staff files are complete.

STAFFING: 12280 - CCLR s.34(4)(a) - Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (a) the care program is described as Multi-Age Child Care, Group Child Care (Under 36 Months), Group Child Care (30 Months to School Age) or Group Child Care (School Age).
Observation: Mixing of groups longer than 30 minutes (at the beginning and/or end of the day). Children from GCC (302) and GCC (305) were combined in a single group from 7:00 am-8:30 am.
Corrective Action(s): Ensure that children from different service types are only mixed for the first and/or last 30 minutes of the day.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: The care plan was not reviewed annually with the parent.
Corrective Action(s): Ensure that care plan of the child is reviewed yearly with the parent.
