Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:
- 1 panel of the outdoor wooden fence that has 7 small exposed nails.
-Part of the side of the wooden fence is not sturdy and not secure.
- There are many thorn bushes coming out of the back wooden fence that are accessible to children in care.
-The pea gravel resilient surfacing under 2 slides appears sparse and not sufficient.
- There are 2 areas between 2 panels, of outdoor the wooden fence, that has large space. This is an entrapment hazard.
- 2 tall shelves, in the indoor play area, that are not secured to the wall.
- 2 uncovered garbage bins. 1 of the uncovered garbage bin had soiled diapers in them.
- 3 sharp knives in a unlocked drawer in the kitchen that is accessible to children in care.
- A bag with many plastic bags in an unlocked drawer in the kitchen that is accessible to children in care.
- Bleach and water solution bottles not labelled. (CORRECTED DURING INSPECTION).

Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following:
- 1 broken toy in the outdoor play area.
- A horse rocker, in the outdoor play area, with ripped fabric that covers the side springs of the toy.
- several ripped sleeping mats.
Corrective Action(s): Please ensure that the furniture, equipment and fixtures within the car facility are clean and in good repair while children are in care.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed that all the food and water supplies in the emergency kit have expired.
Corrective Action(s): Please ensure that there is an emergency plan in place that sets out procedures to prepare, mitigate, respond to and recover from any emergency.

HYGIENE AND COMMUNICABLE DISEASE: 15010 - CCLR s.14(4)(a) - A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing.
Observation: Licensing observed that there is no sturdy surface for changing diapers. The Manager informed Licensing the changing diaper procedure as standing up and changing soiled diapers. Licensing provided education on the intent for having a sturdy surface for changing diapers.
Corrective Action(s): Please ensure that there is a sturdy surface for changing diapers located outside the food preparation area and next to a cover container for soiled clothing.
Date to be Corrected: June 7, 2019.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Upon review of 7 days for the months of May and June, Licensing observed the following:
- 1 day a child's time of departure was not indicated.
-1 day several children were not identified as absent. (CORRECTED DURING INSPECTION)
Corrective Action(s): Please ensure that attendance records are correct on a daily basis.

Comments

Summary of Inspection
At the routine inspection conducted today, June 3, 2019, there were 19 children and 3 staff present. At this inspection the above noted contraventions were identified The Licensee is required to correct all identified non-compliances by the dates indicated above in the violations section. A written response is to be provided to Licensing on the date specified for Licensing to review that appropriate corrective action has been taken to address all identified non-compliances. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following education/recommendations were provided:

Supervision
Lead in water; flushing of water daily to ensure that there is no lead in the water.
Licensing informed the Manager that when reporting any reportable incidents to get in direct contact with a Licensing officer. If the Manager's Licensing officer is unavailable then to call the Duty Line at (604) 587-3936.
