Follow up inspection conducted:
-Upright cooler is at 2.9 deg C, less food items stored inside than before
-counter top cooler is now at 1 deg C. Operator removed the ice buildup. As discussed, if this cooler is not able to maintain 4 deg C or less consistently, it can only be used to store non-Potentially hazardous foods (eg. pop, water, etc).
