Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.).

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: During the inspection it was observed that the Manager's name was not displayed. In discussion with the staff she mentioned that a new Manager who is not on site was recently appointed. Applying for an amendment was discussed.
Corrective Action(s): Please ensure the Manager's name is displayed in a prominent place in the facility.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: During the inspection the staff qualifications documentation form was reviewed. No documentation was recorded for verification of certificates. A discussion was had surrounding how to verify certificates.
Corrective Action(s): Please ensure all staff certificates are verified with the ECE registry.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Licensing observed one ECE certificate for one of the staff was expired. In discussion with the staff member she stated that she has applied to renew her ECE Certificate and she is just awaiting the paperwork. The staff has applied for an exemption today and it was processed at the inspection.
Corrective Action(s): Please ensure staff certificates are current to maintain the ratio of employees to children attending the child care facility. Corrected at time of inspection.

Comments

At the inspection dated Nov 28, 2018 there were 9 children and 3 staff present and on November 30, 2018there were 3 children and 3 staff present. At this inspection the above noted contraventions were identified. Please provide a written response to Licensing addressing how you have corrected the noted contraventions by December 14, 2018.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
Promoting Active Play in the program
Active Supervision
Lead in the Water
Amendments

Licensing recommends wording in the parent package be changed from preschool to daycare or childcare to reflect the recent program change from preschool to group child care. The ratio requirements have changed and the ratio of one ECE staff to 8 children was discussed with the staff. A recommendation was made to add more items to the first aid kit. One of the taps in the classroom measured 56 degrees Celsius. Licensing recommends that the staff do not use this tap for washing the children's hands. This was discussed with the staff.
