Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection Licensing observed the following inside the facility:

-two bifold doors were not locked.

Licensing observed the following outside the facility:

-a gate was not placed at the bottom of the stairs leading to the deck
-a lock was not placed on the shed and the shed contained items with rust on them
-wood panels on the awning contained boards with exposed nails
-two boards with exposed nails were leaning against a fence

In discussion the director stated that she will repair these items prior to providing care for children. Licensing and the director discussed placing three gates in the back yard to reduce the health and safety concerns that are present

Corrective Action(s): Please ensure a healthy and safe environment is provided at all times when children are present.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the inspection the following was observed inside the facility:

-paint chips on the playroom walls
-dust was noted on the window sills and the floors
-baseboards in the sleeproom have peeling paint

Corrective Action(s): Please ensure the facility is clean and in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following inside the facility:

-a bottle of bleach was under the sink in the washroom and other cleaners were on the window within easy reach (this was corrected during the inspection).
-plug covers were missing in the main play area and in the sleeproom area.

Licensing observed the following in the outdoor play area:

-a rusty shovel with a broken wooden handle was on the ground

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11220 - CCLR s.23(2) - A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.
Observation: During the inspection the first aid kit was not present.
Corrective Action(s): Please ensure a first aid kit is available at all times

STAFFING: 12010 - CCALA s.7(1)(d) - A licensee must do all of the following: (d) appoint a manager for the community care facility.
Observation: Licensing observed that there is no current manager for the facility.
Corrective Action(s): Please ensure a manager is appointed for the facility.

STAFFING: 12070 - CCLR s.19(1)(d) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation: During the inspection the staff records were reviewed. A staff record was missing a resume or record of work experience.
Corrective Action(s): Please ensure staff records are complete.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: One staff record was reviewed. The staff record was missing a certificate verification.
Corrective Action(s): Please ensure all staff have their ECE certificates verified by the system established by the ECE registry

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: During the inspection it was noted that no emergency supplies were present in the facility. In discussion with the director she stated that the emergency supplies will be transferred from another facility when the children begin attending on June 2, 2019.
Corrective Action(s): Please ensure to have emergency supplies on site when children are in care to respond in an emergency. Licensing recommends that a sufficient quantity of emergency supplies be obtained to prepare for a period of 72 hours.

PROGRAM: 18030 - CCLR s.44(1)(c) - A licensee must provide to children a comprehensive and coordinated program of indoor and outdoor activities that (c) complies with the program standards set out in Schedule G.
Observation: Licensing observed that there were minimal toys in the outdoor play area and minimal toys and materials in the indoor play area to meet all of the areas as outlined in Schedule G of the Child Child Care Licensing Regulation (CCLR).

Corrective Action(s): Please ensure a comprehensive and coordinated program of indoor and outdoor activiities and materials is provided to meet the developing needs of children in care according to Schedule G of the CCLR.

RECORDS AND REPORTING: 19050 - CCLR s.56(1)(f) - A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: Licensing observed there was no log for minor incidents in the facility
Corrective Action(s): Please ensure a minor incident log is obtained for the facility

Comments

At the inspection dated May 27, 2019 there were 0 children and 1 director present. At this inspection the above noted contraventions were identified. Many of the above noted contraventions are repeat contraventions from a follow up inspection #CLAN-BBZUZN. Please ensure the above noted contraventions are addressed by June 2, 2019. Please provide a written response to licensing when the corrections are completed. As part of this Routine Inspection a Facility Risk Assessment Tool will be completed and a copy will be provided at a later date.
