Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #DCAR-AKUQAE have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: The play structure outdoors has exposed rusted bolts at ground level which could pose a risk to the children in care playing nearby.
The outdoor area back steps which is used as an emergency exit has several loose boards on the steps posing a risk to the children in care.
A television in the indoor playroom is located on the top of a shelf and not secured posing a risk of falling on the area below which is assessable to the children in care. Several heavy items are also stored on the shelf above the television.
A truck with a plow attached is stored in the outdoor playyard on the side. The Plow is situated at the same height of the children in care. It was observed during the inspection that children playing with a frizbee running close to the plow. This could pose a risk to the children in care.
Corrective Action(s): Ensure equipment outdoors are safely constructed, free from hazards and in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Hydro Peroxide was stored in a cabinet assessable to the children in care. The Manager stated that they used this for an experiment and it was not put away.
Corrective Action(s): Ensure substances that may be hazardous to the health and safety of children are not accessible.

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: CRC for individual that lives in the home of the Family Child Care has expired.
Corrective Action(s): Ensure a valid CRC has been obtained for any person over the age of 12 years.

POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: No active play policy has been implemented or shared with families as of yet.
Corrective Action(s): Ensure an active play policy is implemented and then shared with families in care.

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: The indoor playroom has a television in place. No Screen use policy has been developed at this time.
Corrective Action(s): Ensure an Screen use Policy is developed and shared with the families in care.

Comments

There were six children in care and observed engaged in free play outdoors and indoors, art activities, lunch and quite time. Numerous age appropriate toys and equipment was available to the children.

A Temporary Placement was discussed with the Manager and a new application will be submitted to Licensing.

Future alterations to the outdoor play area was discussed and the requirement of Licensing approval prior to commencing work.
