Introduction

All areas of the community care facility (CCF) were inspected for compliance during a routine inspection to assess compliance w/ the:
• Community Care & Assisted Living Act (CCALA)
• Child Care Licensing Regulation (CCLR)
• relevant Director of Licensing Standards of Practice (DLSP)

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: *REPEAT VIOLATION FROM FIR #CGEE-BDFTAE (24/JUN/2019)*

An employee's CRC was applied for by a previous organization.
Corrective Action(s): The licensee must apply to share the results of employees' previous CRCs w/ her (gov.bc.ca/gov/content/safety/crime-prevention/criminal-record-check/sharing-results).

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: 3 employees' certificates haven't been validated upon renewal.
Corrective Action(s): Certificates must be verified for all new hires & existing employees' renewals via:

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: *REPEAT VIOLATION FROM FIR #CGEE-BDFTAE (24/JUN/2019)*

FHA reviewed 10 children's files & found that 2 files lacked enrolment dates (1 was blank & the other indicated month & year only).
Corrective Action(s): All requirements of s. 57 (Records for each child) are required by children's 1st day of care.

Summary of FIR #CGEE-BNGSBU (07/Apr/2020)

3 violations were observed, in which corrective action includes obtaining employee documentation & children's records.

Licensees & employees play a key role in protecting children from, & minimizing the impact of infection & illness. FHA discussed hand washing, cleaning, & physical distancing as per the BC Centre for Disease Control & the BC Ministry of Health's "COVID-19: Public Health Guidance for Child Care Settings" (https://www2.gov.bc.ca//assets/gov/family-and-social-supports/covid-19/public_health_guidance_covid_19_for_childcare_facilities_march24_final.pdf).

The inspection was reviewed w/ the manager; however, this report & the Facility Risk Assessment Tool were written @ the Burnaby Health Protection office on 08/Apr/2020.
