Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Not Applicable
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During inspection Licensing reviewed the fire drills/ annual emergency evacuation drill record and noted that the last emergency drill recorded was Sept. 2017.

Licensee stated that the staff practice monthly fire drills, and the annual emergency evacuation drill but that they forgot to record them.
Corrective Action(s): Ensure emergency drills are recorded when they are conducted, as this is the only proof that would show that the drills were conducted.
Date to be Corrected: Mar. 1, 2018.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: During inspection Licensing reviewed children's records and noted that 2 children are missing date of enrollment.
Corrective Action(s): Ensure start dates are recorded for the 2 children who are missing this information on their files.
Date to be Corrected: Mar. 1, 2018.


Comments

* During inspection Licensing noted that the Licensee has individual sheets for each child for sign in/ out. Fraser Health has determined that this practice does not meet the intent of the legislation. Fraser Health has determined that there should be one sign in/out sheet listing all children which can be easily reviewed by emergency personnel in the case of an emergency. Licensing will review this during their next inspection.

During inspection Licensing observed children engaged in a circle time with story, songs and movement; children then went outside for a period of outside free play before coming inside for lunch.

During inspection Licensing observed staff interacting with children at their level, informing the children of transitions, giving children the opportunity for practicing their skills to be independent etc.
