Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation (CORRECTED DURING INSPECTION): At the time of this inspection, Manager's name was not posted. Manager informed it had previously been posted, however, taken down due to cleaning.
Corrective Action(s): Ensure the name of the Manager is posted in a prominent place.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: As per CCLR, criminal record checks must be completed through the Criminal Records Review Agency. One staff working at today's inspection had one completed through the Community Police.
Corrective Action(s): Ensure for all staff who are not volunteers have a criminal record check through the Criminal Records Review Agency as per CCLR requirements.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Upon arrival by Licensing 12 children and 2 staff present. One staff has ECE certification and one staff had responsible adult qualifications. Child Care Licensing Regulation requires 1 ECE and 1 ECEA staff to be present with 12 children. Manager arrived around 9:45 a.m. which then brought staff qualifications in compliance.
Corrective Action(s): Ensure qualifications are met at all times as per Schedule E of the CCLR.

At the inspection dated March 4, 2020 there were 12 children and 2 staff present. Manager arrived 9:45 a.m. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
